An ID card is no longer enough to enter the UK for European Union citizens, you’ll need to have a passport instead.
As of yesterday, Croatian citizens, like all other EU, EEA (European Economic Area) and Swiss citizens can no longer travel to the UK with a valid ID card.
From the 1st of October EU citizens wishing to enter the UK must have a valid passport, as a direct side-effect of Brexit. The UK left the European Union at midnight on 31 January 2020.
EU, EEA and Swiss citizens will still be able to go on shorter trips to the UK without a visa. As a rule, a visa is not required for a stay of less than 6 months.
