According to the country’s main piece of legislation concerning gambling activities, companies that want to run online casinos must operate a land-based gambling establishment. In other words, only companies that already own and operate land-based casinos can be granted remote gaming licenses that the Ministry of Finance issues. Winnings under €1,300 (HRK 10,000) are taxed at 10% while winnings between €1,300 and €4,000 (HRK 30,000) are subject to an even higher 15% tax rate. Winnings over €4,000 are taxed at 20%. Winnings above €65,000 (HRK 500,000) are taxed at 30%.
